Its kind of Over powered because of how easy it is to Xyz summon Laggia and Zermaines. And because of the ever present presence of Rai-Oh, MaXX"C" and Effect veiler, it has some Anti-Meta properties.

Dino-Rabbit IS the Meta. Actually, I think it's OP just because of how easy it is to summon the Laggia-Dolka combo which acts as a practically free Solemn Judgement. Maxx "C" and Effect Veiler are your only hope.
Although I think Wind-Up is a tad bit worse, it's just that Dino-Rabbit is easier and more consistent.

The only downside to Dino-Rabbit is how much the whole set costs. X.X

They're all expensive.
Anyway, here's how I seethe top 3 decks:
1. Dino-Rabbit - Fast and consistent, but low amount of attacking monsters. If you get rid of them, the strategy is mostly dead.
2. Wind-Up - Tons of loops and lots of Xyz summons in a single turn, but Maxx "C" is killer and most of the monsters have low attack.
3. Inzektors - Fast, low level monsters with high attack, but...idk since no one uses Inzektors anymore.

Bls, Gorz and Number30: Acid Golem help it in this department.
2. Wind-Up - Tons of loops and lots of Xyz summons in a single turn, but Maxx "C" is killer and most of the monsters have low attack.
Chimeratechs are another problem.
3. Inzektors - Fast, low level monsters with high attack, but...idk since no one uses Inzektors anymore.
It is true that no one uses them anymore for some reason.
